Oklahoma does have a last-resort access mechanism: the Oklahoma Market Assistance Program (OKMAP), established in 1986 and operated on a statutorily mandatory basis. OKMAP is a market assistance program rather than a FAIR Plan — it does not issue policies itself. Instead, licensed insurers writing owner-occupied dwellings in Oklahoma are required to quote at least one of every five applications referred to them within ten working days. Property owners who cannot find coverage in the standard market should compare OKMAP referrals with specialty markets, surplus-lines insurers, and other alternatives with a licensed insurance professional.
